Pre-Award Process
Requests for support to government agencies, corporations and foundations are most likely to be funded, if the applications respond to Requests for Proposals (RFPs), program interests and/or the specific guidelines set forth by the funding entity accurately and completely. SFS-Qatar faculty and administrators should seek the assistance of the SFS-Qatar Office of Finance and Business Services before submitting proposals.
The Office of Finance and Business Services works together with the office of the Associate Dean for Academic Affairs in assisting faculty in locating funding opportunities and information for a particular program or sponsor. The Office also assures that all grant applications comply with the policies of the University as they relate to budgetary compliance; intellectual property and regulatory compliance; reviews the solicitation and funding announcement to verify that the proposal is compliant with the sponsor’s and the University’s guidelines; has exclusive authorization to commit financial, technical or personnel related resources to projects on behalf of SFS-Qatar and therefore should be the first point of contact; assists in the submission of electronic applications; and collaborates with the Office of Sponsored Programs, as necessary.
How to Apply for an External Research Grant
- Find a Request for Proposals (RFP) from a funding source
- Contact the SFS-Qatar Office of Finance and Business Services in order to receive the necessary review and input regarding the RFP guidelines in relation to University requirements and restrictions, including relevant rates and numbers
- The Office of Sponsored Programs electronic proposal transmittal form must be submitted. Paper copies of this form will also be accepted by the SFS-Qatar Office of Finance and Business Services
- Approvals of the individuals below must be obtained before the SFS-Qatar Office of Finance and Business Services can endorse a proposal on behalf of SFS-Qatar to an external sponsor

If the proposal contains cost sharing, the proposal transmittal must be approved by the senior business manager of the relevant school.
After the relevant signatories have approved the proposal, it is routed to the SFS-Qatar Office of Finance and Business Services for final review and signature. The original fully signed proposal is returned to the principal investigator for duplicating and submission to the sponsor in accordance with the directions provided by the sponsor. The SFS-Qatar Office of Finance and Business Services will provide one full copy of the final proposal to the Office of Sponsored Programs for the official University file.
