Bids and Vendors
Tendering Process
For purchases that are more than $4,999 (collective amount for the entire order from a vendor, not the price of each individual unit), a competitive bidding process must be followed. A minimum of three written quotations must be obtained by either the requesting unit and/or the SFS-Qatar Business Manager on behalf of the Office of Finance and Business Services. The vendor with the lowest price for the good or service that conforms to specifications and other requirements will be chosen by the Office. If the lowest bid is not selected, proper justification should be provided and the Chief Operating Officer's approval is required.
There are however a few exceptions to the $5,000 or above rule, including:

item has an established pricing contract.

item is unique and no other company has the product, or the item is proprietary and only one location in a geographical area is authorized to sell that product.

an emergency situation exists.

price and terms are known to be substantially identical among all suppliers.

service maintenance, parts or service on equipment must come from the original manufacturer or seller of the equipment or the warranty will be voided.
